Transmission Licences - EirGrid and SONI

March 2008 SONI Licence Amendment Consultation

On 27th March 2008 the Regulatory Authorities published a consultation paper proposing two new licence conditions to apply to SONI as System Operator. These proposed modifications will be made with the consent of the Department of Trade, Enterprise and Investment (DETI) pursuant to the Authority's powers under Article 3 of the Electricity (Single Wholesale Market) (Northern Ireland) Order 2007.

Comments on this paper should be forwarded, preferably in electronic format to Michael Campbell michael.campbell@niaur.gov.uk by close of business on 25th April 2008.

SONI Compliance Plan - Independence of the Transmission System Operator Business

On 16th October, the Regulatory Authorities published a consultation paper, pursuant to Condition 12 of SONI's licence to participate in the transmission of electricity which requires the licensee to establish, and at all times maintain, the full managerial and operational independence of the Transmission System Operator Business from any Associated Business.

On the 22nd October the SO have made the following changes (in bold italics) to their compliance plan (page 2):

2.3 SONI premises, property and equipment.

SONI currently shares its premises at Castlereagh House Control Centre with NIE’s Power Procurement Business (PBB) (PPB). Plans are being progressed to re-locate PBB (PPB) and it is hoped that this will be completed around the end of this year or very early in 2008 (but no later than April 2008). Between SEM Go-Live and the re-location of PBB (PPB) appropriate access restriction procedures and safeguards will be put in place to ensure that PBB (PPB) does not use or have access to the parts of the premises occupied by persons engaged in the management or operation of the Transmission System Operator Business

Modification Notice - Northern Ireland Licences

On the 3rd July, the Regulatory Authorities published the Modification Notices for NI Licences. These Modifications have been made by NIAUR (the Authority) pursuant to powers under Article 3 of the Electricity (Single Wholesale Market0 (Northern Ireland) Order 2007 and Regulation 60 of the Electricity Regulations (Northern Ireland 2007). The Modifications have also received the consent of DETI (Department of Enterprise, Trade and Investment).

Draft Modification Notice - Northern Ireland - SONI Licence to Participate in Transmission of Electricity

On the 27th June, the Regulatory Authorities published the Draft Modification Notice for the SONI licence to participate in the transmission of electricity.  This is subject to the NI Department of Enterprise, Trade and Investment's (DETI) approval and the meeting of a number of other criteria. The text however is expected to form the basis of the actual Modification Notice that will be issued to take effect from SEM Go-Active on 3rd July 2007.

Transmission System Operator Licence granted to EIrGrid

On July 3rd 2007 the Regulatory Authorities issued to EirGrid the modified version of the Transmission System Operator licence designed to facilitate the operation of the Single Electricity Market.

Transmission System Operator Licence to be granted to EirGrid

On the 14th June, the Regulatory Authorities published an updated version of the SO licence to reflect the equivalent changes made to the SONI SO Licence published on May 30th and the Eirgrid MO Licence published on May 31st. In updating the Eirgrid SO licence, a number of minor, consequential changes to the Eirgrid MO Licence have also been identified and an updated version of this licence has also been published.

SONI Transmission System Operator Licence

On May 30th the Regulatory Authorities pubished an updated version of the final SONI licence with a number of inconsequential amendments.

Conclusions Document - NI TSO Licence Consultation

On May 18th 2007 the Regulatory Authorities published the Transmission System Operator licence for SONI. Also published is a conclusions document that addresses comments made to the consultation.
