Overview

This page contains all baselined requirements documentation, along with outstanding change requests.

The document can be broken down into three types of requirements.

• Trading & Settlement Code Documentation: Includes the latest version of the Code and the Agreed Procedures. Changes to these documents must go through the Joint Change Control Panel.
• Regulatory Requirements Document: This document contains further elaboration on the Trading & Settlement Code and Agreed Procedures, and reflects decisions from the Regulatory Authorities and from other SEM Workstreams interacting and arising in parallel with the SEM design. A piece of work is in train to map this document to Code requirements and decision documentation of Ofreg and CER. Changes to this document are impact assessed at the SIMDRACS Board.
• SEM Implementation Team documentation: This documentation is SEMIT’s technical specification of the interface with the Metered Data Providers. The Metered Data Providers use a different interface to the Market Participants. These documents are under control of SEMIT and changes are delivered to the SIMDRACS Board as they arise.

Release #1. 21st of September 2006

Release #2: 5th of October 2006

• T&SC change requests linked off-site
• Added change control request template
• New change request SIMDRACS_1.doc added with regard to Baselined v1.0 Regulatory Requirements document: affecting W-RMO-ALL-23.1
• New change request SIMDRACS_2.doc added with regard to Baselined v1.0 Regulatory Requirements document: affecting SONI and NIE T&D Appendix
• New Metered Data Providers communication interface with the central market systems, to replace the Baselined v1.0 API Specification
• New testing documentation which gives high-level information about integration testing

Release #3: 11th of October 2006

• Split table into sections, indicating
  - Baselined documents, with references to the change requests and action items which are related to them, and where the document has been baselined
  - Pre-baselined documents, naming the meeting at which they are to be baselined
  - Change requests and their status
  - Documents under development
• Updated Regulatory Requirements document to Version 1.1 following acceptance of SIMDRACS_2

Release #4: 12th of October 2006

• Added clarifications to SIMDRACS_1 change request, updating it to SIMDRACS_1a

Release #5: 16th of October 2006

• Updated Baselined Document #6 Metered Data File Format Version 1.2 to Version 1.3. Version 1.3 was baselined at the SIMDRACS Meeting on the 14th of September, and therefore has no change request is associated with the update which does not materially differ technically from Version 1.2
• Added change control SIMDRACS_5, in relation to the Baselined Document #6: TIME_CREATED field altered to a per second precision

Release #6: 02nd of November 2006

• SIMDRACS_3 related to making the time-stamp in the metered data format a required field accepted
• SIMDRACS_5 related to making the time-stamp to a second precision accepted
• SIMDRACS_4 accepted, its description corrected to changes to the API document
• Information for Document #6 Metered Data File Format Version 1.2 updated to reflect SIMDRACS_3 and SIMDRACS_5. Note that this document will be updated to Version 1.4 to reflect these changes at a later time.
• Information and documentation for Document #4: API Specification, updated to Version 1.1 arising from SIMDRACS_4. Deleted the appropriate pre-baseline document from the pre-baseline section. Comments are added to this section, indicating that this document is subject to a different form of change control - i.e. changes to this document must be accepted, and consequently any impact to the Metered Data Providers in terms of cost, timelines, and quality (subject to a reasonableness review) will be accepted.
• Added SIMDRACS_1b to update SIMDRACS_1a, which is in relation to W-RMO-ALL-32 in Document #2: Regulatory Requirements Document. SIMDRACS_1b reflects recent discussions with NIE T&D and ESB Networks.

Release #7: 08th of November 2006

• RA323 and RA324 will not be in place for SEM go-live.
• Document #6 Metered Data File Format Version 1.4 updated to reflect SIMDRACS_3 and SIMDRACS_5.
• Prebaseline document Appendix 3 to Agreed Procedure 1 updated to Version 1.5 to reflect that the SMO will notify updates to Trading Site classes to the Metered Data Providers

Release #8: 5th of December 2006

• SEMIT Agreed Procedures Version 2.0 added to the baselined documentation
  - Username to access AIME site: CERegulation
  - Password to access AIME site: t7ethlu6
• RA Agreed Procedures Version 2.0 added to the baselined documentation
• Detail of the Market Trial added to the baselined documentation
• A clarification note around Trading Sites added to the baselined documentation
• The proposed Alternative to RA324 has been added to the baselined documentation. This primarily affects the Ireland MDPs at this time.
• Appendix 3 to Agreed Procedure 1 is now baselined as part of Agreed Procedure 1
• SIMDRACS_1b is now baselined and incorporated into updated Regulatory Requirements Document version 1.2 on the basis that is now being implemented by the RMOs
• Developing documentation now contains two documents that have been circulated to industry but have not been through the formal change control process. These are the legal review of the T&SC Version 1.1, and an updated Version 3.0 of Agreed Procedure 1.
• Actions related to the various documents have been updated. Also see the updated Action List in the Reporting section.

Release #9: 8th of January 2007

• * The following SIMDRACS change controls have been raised:
  - SIMDRACS_6 against Regulatory Requirements (ver 1.2): Out-of-market trading - historical Supplier Unit volumes need only be 1.5 times maximum contracted generation
  - SIMDRACS_7 against Regulatory Requirements (ver 1.2): Out-of-market trading - information to send to suppliers when Supplier Unit volumes set to zero
  - SIMDRACS_8 against SEM-MDP Meter Data Format (ver 1.4): Allowed values of Actual/Estimated Flag in the file format
  - SIMDRACS_9 against Regulatory Requirements (ver 1.2): Rules for counting actual reads for "MPRNs" aggregation for out-of-market generation in Ireland
  - SIMDRACS_10 against Regulatory Requirements (ver 1.2): Rules for counting actual reads when two 15-minute readings are aggregated into a half-hourly volume
  - RAyyy (yyy number to be confirmed) against the T&SC Version 1.0: Baselining Agreed Procedure 16
  - RAzzz (zzz number to be confirmed) against the T&SC Version 1.0: Rewording rejected RA347
• The following SIMDRACS change controls have been rejected:
  - RA333 - due to difficulties in the timelines for the publication of data - replaced with RAyyy
  - RA347 - due to wording difficulties - replaced with RAzzz
  - RA334 - due to difficulties in the creation of an extra invoice - a replacement for RA334 will follow as soon as it has been work-shopped with the SEMIT

Release #10: 10th of January 2007

• The following SIMDRACS change control has been raised:
  - RAxxx (xxx number to be confirmed) against the T&SC Version 1.0, and Agreed Procedure 13 Version 1.0. (It also cleans up some related text in Agreed Procedure 15 - Agreed Procedure 15 otherwise has not been identified as having an impact on Metered Data Providers).

Release #11: 12th of January 2007

The following SIMDRACS change control has been raised:

• SIMDRACS_11 changing the xml and wsdl of the API interface to remove embedded date from all VALUE fields. This change replaces baselined Document 4 - the API of the Navita Interface. This affects all Metered Data Providers

Release #12: 26th of January 2007

The updates to SIMDRACS change control are posted:

• SIMDRACS_6, SIMDRACS_7, and SIMDRACS_8 were accepted. Regulatory Requirements Document updated to Version 1.3. SEM-MDP Metered Data File Format updated to Version 1.5
• SIMDRACS_13 is raised and seeks to align Version 0.2 of the Meter Data Format Data Definitions to align with Version 1.5 of the SEM-MDP Metered Data File Format. This includes the effects of SIMDRACS_3, SIMDRACS_5, and SIMDRACS_8 on the Meter Data Format Data Definitions
• SIMDRACS_12 is raised and sets out the requirement that the data query flag is always set to zero. This relies on RA412 (formally RAxxx) being accepted by the JCCP. This affects both the Meter Data Format Data Definitions and SEM-MDP Metered Data File Format
• RA-Legal has been raised, containing changes embedded in the legal review of the Code
  - RAvvv setting out that Metered Data Providers must send in data to the SMO in the event of a failure within 2 Working Days for either technical or communication reasons. This change against the Trading & Settlement Code
  - An altered RA322 which was rejected, containing a language change to require Generator Units to have interval metering, including some new provisions
  - A cut-down RAyyy which seeks to bring Agreed Procedure 16 under the Code
  - RAzzz which sets out the requirements for SCADA for Generator Units that are not Autonomous
• RAxxx has been sent to the JCCP for processing and is now called RA412
• RAwww (first incomplete draft) is raised and sets out the processes for what data set out in Appendix 3 of AP1 flows when during Registration events. This change request is against Agreed Procedure 1
• SIMDRACS_9, SIMDRACS_10 status updated to "Once EirGrid confirms, this is baselined"
• SIMDRACS_11 status updated to "Decision to baselined deferred until response to Query 19 with SEMIT"

Release #13: 31st of January 2007

The updates to SIMDRACS change control are posted:

• RAwww (first complete draft) is raised and sets out the processes for what data set out in Appendix 3 of AP1 flows when during Registration events. This change request is against Agreed Procedure 1

Release #14: 8th of February 2007

The updates to SIMDRACS change control are posted:

• The Regulatory Requirements document has been updated to Version 1.4, incorporating SIMDRACS_9 and SIMDRACS_10.

This document can be changed by the builders of the central market system and moved into implementation without impact analysis from the SIMDRACS Board. Consequently, the impacts on Metered Data Providers of any such changes in terms of cost, timelines, or quality (subject to a reasonableness review) will be accepted as unavoidable.
