Notification of ESB PG PSO Auctions

On the 10th August, ESB PG issued notification of the commencement of the auction for their PSO backed contracts in the Single Electricity Market.

ESB Customer Supply Tariff Methodology Statement and NIE Supply Tariff Methodology Statement

On the 31st July, the Regulatory Authorities published the ESB CS and NIE Supply Tariff Methodology Statements.

The Regulatory Authorities have decided to place a series of controls on ESB and NIE in order to facilitate competition in generation and supply, to protect the interests of final customers and provide a clear, transparent and non-discriminatory mechanism for the determination of Supply tariffs.

One of these is a requirement on ESB Customer Supply and NIE Supply to each publish a tariff methodology statement.

Notification of NIE PPB and ESB PG Non-Directed Contract (NDC) Auctions

On 23rd July, NIE Power Procurement Business (NIE PPB) and ESB Power Generation (ESB PG) have issued notifications of the commencement of their respective auctions for Contract for Differences (CfDs) in the Single Electricity Market.

The Regulatory Authorities have decided to place a series of controls on ESB and NIE in order to facilitate competition in generation and supply, to protect the interests of final customers and provide a clear, transparent and non-discriminatory mechanism for the determination of Supply tariffs. One of these is a requirement on ESB Customer Supply and NIE Supply to publish a hedging methodology statement.

These documents describe the policy objectives and procurement principles for NIE Supply's hedging activities in realtaion to electricity purchases for the Single Electricity Market.

Decision

Regulation of ESB and NIE in SEM: A Decision Paper

On the 20th June, the Regulatory Authorities (RAs)  published the decision paper in relation to the Regulation of ESB and NIE in the SEM.

For the past year the RAs have been considering approaches for the regulation of the retail electricity market in the SEM. This decision paper sets out a number of decisions from the RAs in relation to the regulation of ESB and NIE supply activities in the new market.

Non-Directed Contracts and PES Regulation in the SEM

On May 25th the Regulatory Authorities published two papers concerning Non-Directed Contracts and PES Regulation in the SEM, and relating to the initial period of operation from 1st November, 2007 to 30th September, 2008. The first paper, prepared by ESB Power Generation and NIE Power Procurement Business, sets out the principles and high level proposals for the sale and purchase of Non-Directed Contracts. This paper is published for information only. PG and PPB are inviting any interested parties to meet with them on Wedneday 30th May at 2:00 pm in Hilton Hotel, Belfast to discuss both the process and products to be offered and implementation issues. The second paper sets out proposals by NIE Supply and ESB Customer Supply concerning the principles for the regulation of both PES in the SEM. Consultation

With the development of the SEM the Regulatory Authorities are proposing a new regulatory framework for the regulation of the incumbent entities in the SEM. This strategy includes a range of measures including proposals on the regulation of retail tariffs in SEM. The RAs welcome comments on the proposed strategy. The closing date for comments is the 20th March 2007.
