SEM Committee
The SEM Committee is the decision making authority on all SEM matters.
The Committee consists of three NIAUR representatives, three CER representatives, an Independant Member and a Deputy Independant Member.
The Committee Secretariat is run from the Project Office in the Commission for Energy Regulation.
The Committee meets once a month with the location alternating between Dublin and Belfast.
- Garrett Blaney, Commissioner, CER
SEM Committee Member-
Garrett Blaney has been a member of the Commission since February 2010. Garrett's lead responsibilities with the Commission relate to the regulation of gas and electricity safety, gas networks/LNG and gas markets including the Common Arrangements for Gas (CAG) project, fuel disclosure and the Public Service Obligation (PSO) levy. In addition he has responsibility for gas and electricity security of supply issues and for "conventional" electricity generation.

SEM Committee Member-
Alan Rainey has held a wide range of engineering and managemnt positions in the energy industry in Ireland since his graduation form Queen's University Belfast in 1968. An electrical engineer by profession, he has worked on and directed the development and maintenance of electricity generation , transmission and distribution systems throughout Ireland and overseas, working initally for the Electricity Supply Board in the Republic and latterly for the Viridian Group and then Northern Ireland Energy Holdings in Northern Ireland.
- Dermot MacCann,Director Of Electricity, NIAUR
SEM Committee Member-
Dermot MacCann has worked in the Northern Ireland Authority for Utility Regulation since 2002. Currently, he is the Director of Electricity and has been involved in the Single Electricity Market (SEM) project since its inception in November 2004. Prior to joining what was then Ofreg, Dermot worked as an Economist for two years in the Economic Policy Unit of the Office of the First Minister and Deputy First Minister, and previously in DETI and DFP.

SEM Committee Member-
Dermot Nolan has been a member of the Commission since July 2008. Dermot's lead responsibilities within the Commission include the regulation of retail gas and electricity, the Single Electricity Market (SEM) and the Commission's Smart Metering project. He is also responsible for the CER's strategic and business planning and chairs the organisation's Audit Committee.

SEM Committee Member-
Iain Osborne is Chief Executive of Northern Ireland Authority for Utility Regulation. On joining Ofgem, he became responsible for regulation of electricity and gas supply to end-users. This involved monitoring growing competition and progressive deregulation.
- Ignacio Perez-Arriaga, Professor of Electrical Engineering
SEM Committee, Independant Member-
Professor of electrical engineering and Director of the BP Chair on Sustainable Development at Comillas University, Madrid , Spain. Director of training at the Florence School of Regulation, European University Institute,Florence Italy. Life member of the Spanish Royal Academy of Engineering. Former Commissioner of the Spanish Energy Regulatory Commission. He has taught courses in regulation or consulted for energy companies and public institutions in more than 30 countries and published about 150 papers on technical and regulatory topics.
- Michael G.Tutty, Chairman, CER
SEM Committee Member,Chairman (June2009 - Present)-
Michael G. Tutty is chairman of the Commission for Energy Regulation. His lead responsibilities include the regulation of all electricity and gas network infrastructure including the east-west interconnector. He is responsible for the Commission's activities on renewable and sustainable energy, research and development and customer care. He is also responsible for the CER's involvement with CEER and ERGEG
- José Sierra López, Commissioner , CNE
SEM Committee , Deputy Independant Member-
José Sierra has been involved in European energy Regulation for meor than 30 years. First in the Spanish Administration , as Director General of Mines and Construction Industries, then as Director of Fossil Energies (coal,oil and gas) in the European Commission, and afterwards as Commissioner of the Spanish Energy Regulatory Commission (CNE).
- Paul O'Neill, Programme Office Manager,CER
Committee Secretariat-
Paul O'Neill is the Programme Office manager in the Comission for Energy Regulation. Paul has extensive experience managing large scale projects in both public and private sectors.Paul was the Programme Office Manager for the Single Electricity Market implementation.
